Carole L. Brown

Carole L. Brown was appointed Chief Financial Officer of the City of Chicago in May of 2015. Prior to joining the City, Ms. Brown had an over 25-year career as one of the leading municipal finance investment bankers in the country. Most recently, Brown served as Managing Director at Barclays Capital, heading the firm’s Midwest and Southeast municipal practices. She served as the senior investment banker for local and national municipal clients including the City of Chicago, the District of Columbia, the City of Atlanta, State of Illinois, Florida, Michigan and Indiana. Prior to joining Barclays, Brown was employed with Siebert Brandford Shank & Co., LLC and Mesirow Financial. She joined Mesirow after a 10-year career as Managing Director at Lehman Brothers. For six and half years, Brown served as Chairman of the Chicago Transit Authority Board, a position she held through September, 2009. From July, 2011 until her appointment as CFO, Brown also served as a Commissioner on the State of Illinois Budget for Results Commission, having been appointed to that position by former Governor Pat Quinn. Brown is a native of Baltimore and a graduate of Harvard College. She came to Chicago in 1986 to attend Northwestern University’s Kellogg Graduate School of Management, where she received a Master’s degree in Management in 1989. Brown is the recipient of many professional awards and recognitions, and has been profiled by many publications. In 2003, she was named one of Crain’s Chicago Business’s 40 under 40 and was also named one of the 25 Women to Watch by that publication in 2007. In 2005, Brown was named a Business Leader of Color by Chicago United and also one of the Top 50 Under 50 by Black MBA Magazine. In 2007, Brown was selected by Working Mother to receive the Legacy Award at its Chicago Multicultural Women's Town Hall.

Matt Fabian

Matt Fabian is a Partner at Municipal Market Analytics (MMA) where he leads market and credit research. Mr. Fabian is the lead contributor to MMA weekly Outlook and biweekly Default Trends. His expansive knowledge of the idiosyncratic characteristics of the municipal market has made him one of the primary voices of the industry. Prior to joining MMA in 2015, Mr. Fabian served in a similar capacity at Municipal Market Advisors since 2006. Prior to his current position, Mr. Fabian was the lead municipal research analyst for UBS and UBS Wealth Management Research. Earlier in his career he was an underwriting analyst at FSA, and a municipal rating analyst with Moody’s Investors Service. Mr. Fabian has served as chairman of the Municipal Analysts Group of New York (MAGNY) and was on the Board of Governors of the National Federation of Municipal Analysts (NFMA). He is routinely a featured speaker at numerous industry conferences on a wide range of topics, including investment strategy, demographic trends, bond insurance, tax reform, derivatives, defaults, state governments, and municipal credit. Mr. Fabian’s efforts in municipal default analysis led to the creation of MMA’s Credit Impairment Database, the most complete resource of troubled issuers in the industry. Mr. Fabian has an undergraduate degree from Penn State University, and a Masters of Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University.

Greg Hinz

Greg Hinz is a Crain’s Chicago Business blogger and columnist on politics and government in Chicago, Illinois and the nation. A prize-winning reporter, Greg also writes frequently on such public policy issues as education, transportation and economic development. He joined Crain’s in 1996, after four years as political editor of Chicago magazine and nearly two decades as political editor and columnist with the Lerner Newspapers chain. His work has been honored by the Society of Business Editors and Writers and the Chicago Headline Club, among other professional organizations. Greg is a graduate of Northwestern University’s Medill School of Journalism. He took a brief leave of absence from journalism to serve as press secretary for the Carter/Mondale campaign in Illinois in 1980.

Laurence Msall

Laurence Msall is the President of the Civic Federation, a nonpartisan government research organization. Before joining in 2002, Msall was the Senior Advisor for Economic Development and Infrastructure for Illinois Governor George H. Ryan and worked on issues related to business climate, tax and transportation policy. Before joining the Governor’s staff in 1999, Msall served as the Vice President of the Commercial Club of Chicago, as well as Secretary to the Commercial Club Foundation and Vice President of the Civic Committee. Prior to joining the Commercial Club staff in 1990, Msall served as Assistant to the Director of the Illinois Department of Commerce and Community Affairs with primary responsibility for policy development. From 1984-1988, Laurence Msall represented the Department and Governor Jim Thompson’s office on economic development and business issues before the Illinois General Assembly, serving as DCCA’s chief legislative liaison. Laurence Msall is a licensed attorney and 1992 graduate of Loyola University School of Law, Evening Division. He holds a Bachelor of Arts degree from Knox College and is a graduate of Saint Ignatius College Preparatory High School. Msall is a member of the Woods Fund Board of Directors, Oak Park River Forest High School Scholarship Foundation, Illinois Issues Magazine, Chicago’s Civic Consulting Alliance, the Advisory Board of the University of Illinois Institute of Government and Public Affairs and the St. Giles Appalachia Service Project.
